David Howard is a Chartered Surveyor (MRICS) and joint Managing Partner of Winterhill Romania.
David specializes in real estate valuations and consultancy, and has had considerable experience the complete range of real estate assets and especially with complex assets including international portfolios for investor and corporate occupiers, major shopping centers and office parks.
David holds an MA in Geography from Cambridge University.
In addition to MRICS, David is a member of ANEVAR (Romanian National Association of Valuers).
Victor Stan,

Victor Stan is a Chartered Surveyor (MRICS) and is Joint Managing Partner of Winterhill Romania.
Victor has extensive experience in local and international real estate valuations and consultancy including hotels, shopping malls, industrial facilities, etc. He also specializes in valuations and advisory work of plant & machinery, the oil & gas sector and heavy industrial complexes. Victor has undertaken numerous complex projects including oil refineries, floating oil rigs, oil terminals in Europe, Asia, North Africa and Sout America.
Victor holds an MA in Engineering from The Polytechnic Institute in Bucharest. In addition to the MRICS qualification, Victor is a member of ANEVAR (Romanian National Association of Valuers).
David has 30 years international real estate experience in markets as diverse as London, Frankfurt, Seoul, Prague and Bucharest. David was joint Managing Director of SHM Smith Hodgkinson in Romania for 6 years.
Prior to joining SHM he was with Jones Lang LaSalle for 13 years, latterly Head of Valuations for Central & Eastern Europe, and head of their Romania office
With valuation experience of over 20 years, Victor was involved in setting up the Romanian operations of SHM Smith Hodgkinson, acting as Head of Valuation Department for 8 years and jointly-managing the Bucharest practice between 2005 and 2012.
Prior to establishing SHM, Victor was Head of Valuations at Colliers International in Romania.
